MAINE ASSOCIATION OF POLICE

The Maine Association of Police (MAP) was established in 1975 by a small group of local police associations. These associations voluntarily banded together to promote and de­velop a friendly cooperative effort among full time municipal law en­forcement personnel. MAP became a non-profit corporation on February 13, 1976, developed a set of by-laws for governance of the membership, and was represented by the law firm of Richardson, Tyler & Troubh.

Over the years MAP has continued to grow and at this time represents 50 local municipal associations consisting of approximately 1000 members. Members of MAP believe that the needs of law enforcement should be represented by those in law enforcement positions and will continue to send representatives before the Legislature in Augusta concerning Bills of this nature. MAP is becoming a strong voice in the State of Maine when it comes to issues affecting or dealing with law enforcement

PURPOSE

The MAINE ASSOCIATION OF POLICE is a voluntary organization for the purpose of making a co-operative effort among full-time municipal employees of law enforcement agencies toward:

1) Elevating the standards of police throughout the State of Maine;

2) Assisting member associations with respect to Federal and State legislation affecting law enforcement or law enforcement officers;

3) Assisting member associations in achieving the best possible equipment, salaries, pensions, fringe benefits and working conditions;

4) And providing a vehicle through which law enforcement officers may collectively speak on matters affecting law enforcement.


Eligibility for membership in the MAINE ASSOCIATION OF POLICE shall be limited to full-time municipal law enforcement and dispatch personnel within the State of Maine through local police  associations. New memberships in MAP may be approved by a majority vote of the Directors of MAP

Each local association shall elect two (2) member-representatives to MAP. Each local Association shall be entitled to nominate one (1) member-representative for the Board of Direc­tors of MAP. The 2nd representative shall serve as an alternate to the 1st representative.

The Board of Directors shall elect among them, by a secret ballot, an Executive Board, which will con­sist of a President, four (4) Vice-Presidents (representing north, south, and two (2 at large), and a Secretary/Treasurer.

The term of office for these positions will be for two (2) years which will be served in its entirety unless office holder resigns or misses six (6) MAP meetings during a one (1) year span of time. If this happens, the MAP Full Board will elect a new officer to fill the current vacancy till the term expires.  

Each local benefit association shall pay over on a monthly basis to the Treasurer of the MAINE ASSOCIATION OF POLICE the amounts as the Board of Directors of MAP may ap­prove from time to time as required. Currently, dues are $7.00 per member, per week in a 52 week period.

 

BENEFITS

The Maine Association of Police, subject to approval by the Executive Board, shall Provide and pay for the following services to its members:

1) Competent negotiator for purposes of collective bargaining, including legal opinion and advice;

2) Competent assistance, including legal advice for purposes of fact finding, mediation and arbitration, with consent from the full Board of Directors;

3) Competent assistance and legal advice for officer involved critical incidents, handling grievances, and the right of appeal to the Executive Board and then if need be to the Full Board;

4) Representation regarding legislation on State and municipal levels of importance to the law enforcement profession;

5) Presents Law Enforcement Seminars offering solutions to problems affecting law enforcement  officers in the State of Maine;

6) Provides a copy of "The Law Enforcement Officer's Street Reference" which contains State of Maine Title information, Garrity Rights/ Law Suits, Critical Incident Proce­dures and Internal Investigation Procedures and representation rights, plus other items of interest;

7) Information concerning candidates for elective offices on federal, state and municipal levels:

8) And other services as provided and voted upon by the Executive Board of Directors.

In all other respects, the locals shall be fully empowered to handle local fundraising, local disputes, and shall be fully authorized to act in their own interests on their own behalf so long as it does not conflict or interfere with the exclusive authority and purview of MAP set forth herein.
